Top-on-line is a family business in Oil Spill Recovery and Environmental Engineering . Based in Singapore , Top-on-line operates in South East Asia through a network of associated companies and joint venture companies.

Lewis Kwong was in the oil spill recovery business in Asia for the past 16 years. He was regional manager of Oil Spill Equipment Suppliers  from Europe since 1985. He was instrumental in negotiating contracts and supplying oil spill recovery equipment  through out the area. Important projects he involved includes Bohai oil field project in 1992 in China funded by the Japanese Overseas Development Fund. The EARL cooperative of the major oil companies in Singapore in 1992 .The Shengli oil field project in China funded by World Bank . The WISE program ( Waterborne Safety and Environmental ) sponsored by Shell and Caltex in Philippines in 1994. OSPRA programme of the Japanese government in 1995 and Star Refinery response equipment in Thailand in 1996.

The strength of Top-on-line lies in the network of associates we build up in the last 16 years. The network shares the supply and customer information , join hands to bid national project and share responsibility to execute and commission projects. Thus while everyone of the associates are individual companies they can join forces to become a big group with different expertise when situation arises.
